Bidding will be conducted through National Competitive Bidding.

Interested eligible bidders may obtain further information from director (Logistics) - Supplies and inspect the Bidding Documents at the address given below from 09.00 a.m. to 03.00 p.m. on weekdays except public and government holidays.

Qualifications requirements include: All Bidders shall possess legal rights to supply the Goods, A Bidder shall not have a conflict of interest, and Bidder's name shall not be included in list of debarred firms at the website of National Procurement Agency. A margin of preference for eligible locally produced goods offered shall not be applied. Additional details are provided in the Bidding Documents.

A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of non refundedable fee of Rs. 1,000.00 each per item (for Registered Suppliers Rs. 750.00). The method of payment will be in cash.

Bids must be delivered to the Accountant - Logistics, 2 nd Floor, Police Headquarters, Colombo 01, at or before 02.00 P.M. on dates mentioned in the Schedule under the above paragraph No. 1. Late bids will be rejected. Bids will be opened in the presence of the bidder's representatives who choose to attend in person on - line at the above address at 02.00 P.M. on dates mentioned in the Schedule under paragraph 1.All bids must be accompanied by a Bid - Security.

Invitation of Expression of Interest (EOI)
For the Process Re-engineering, Supply, Installation, Commissioning, Roll-out, Maintenance Of a
Sri Lanka Police Department Integrated Resource Planning and Information Management Solution (SLPD – IRPIMS)

The Chairman Procurement Committee, Police Headquarters, Colombo 01, Sri Lanka invites for Expression of Interest from eligible vendors to propose total Integrated Resource Planning and Information Management Solution to automate the operations of the Police department improve efficiency and effectiveness in carrying out its core process.

Project Objetives:-

To modernize the Police Department to facilitate government objective of creating a disciplined, law abiding and ethical society.
To make the department a high responsive and efficient Public Service oriented establishment.
To improve the department’s internal systems to efficiently manage cadre welfare, training, promotions and transfers.
Improve the administrative systems, operational decision support systems and reporting systems.

The documents for “Expression of Interest, (EOI)” could be collected from the office of the Director (Supplies) of the Police Headquarters between 0900 hours to 1500 hours on normal working days from 21 June 2010 up to 06 July 2010 the expression of interest document will be issued only on production of a written request for documents on a business letterhead.

* Foreign vendors should channel their requests through the local agents.
* Receiving of Proposals of Interest will be closed at 1430 hours on 30 September 2010

The invitees is required to propose a suitable solution for the Police Department indicating total commitments in System study, Design, Re-engineering, Supply, Installation, Commissioning, Roll-out, Maintenance, Hardware and Software requirements, Data communication media, Network arrangements and Human resource development where training of Police officers island wide are involved with a time line limited to 03 months from the date of 30 June 2010.
The Expressions of Interest will be evaluated and the short-listed parties will be issued with Request for Proposals (RFP). The document for the Expression of Interest is not transferable. Only the party collected the document is entitled to submit Expression of Interest, and if short-listed to submit the proposal.
