Historical Background
The use of narcotic drugs in Sri Lanka has been in existence since time immemorial. Some of these drugs are Cannabis and Opium, which have been extensively used for medical purpose in our Indigenous and Ayurvedic preparations. The abuse of drugs in Sri Lanka is of recent origin whilst the use soft drugs appear to have existed as far back as the 17th century. The Dutch Colonial Rulers had issued a proclamation in 1675 prohibiting the trafficking in drugs. Yet over the years it has not led to epidemic proportions nor has it had a telling effect on society.
The Police Narcotics Bureau ( PNB ) was initially established in 1973 and has stepped-up it's wings from data collection to drug law enforcement with improved resources and presently it functions from the 03 rd Floor of the New Secretariat Building, Colombo 01 and the 01st sub unit of the PNB was established at the Bandaranaike International Airport in 1992.
The main legislation on drug law enforcement is provided in “Poisons Opium and Dangerous Drug Ordinance of 1936 and amended by Act No. 13 of 1984” of the same ordinance.
The Responsibility of the PNB
In conventional parlance, it is said that to control the drug menace in a nation it has to consider in reducing the supply and demand of drugs to a greater extent.
In this regard the Police Narcotics Bureau (PNB) represents the Sri Lanka Police to control the drug menace of the country.
In terms of drug supply reduction the PNB concentrates on high profile drug syndicates whilst the area Police are entrusted with the responsibility of arresting the street level drug dwellers.
To achieve with successful results in Drug Law Enforcement, the PNB in addition to its investigations conducted on high profile drug syndicates, it closely liaisons with other national and international agencies who are involved in drug law enforcement. In this scenario exchange of information and other administrative correspondence takes place with the respective agencies for better enforcement in controlling drugs.
Apart from this the PNB concentrates being engaged in demand reduction by conducting awareness programmes on evils of drugs to various segments of the society.
The PNB compiles a data base of drug related cases that are reported from Island wide Police Stations and evaluates the extent of the drug threat to Sri Lanka. Based on this necessary pro-active measures are taken with new strategic thinking to nab drug cartels.
