If you have vulnerable children, do not give their information to strangers for the purpose of providing protection

Messages are being circulated on social media requesting information about children whose parents have died and who are living in a state of insecurity due to the disasters caused by Cyclone Ditva that hit the island. The dangerous aspect of this is that there is a possibility of a child being abused by a person who comes under the guise of providing relief with an ulterior motive. Children may be taken in and used as servants, subjected to cruelty, and used for illegal activities. If someone has a genuine need to take a child into proper custody and raise him or her safely, he or she can do so by initiating a case in the District Court in accordance with the general common law in force in Sri Lanka. We request that only the National Child Protection Authority or the Child and Women Abuse Prevention and Investigation Bureau of the Police be informed to provide and obtain information regarding a vulnerable, helpless child. We also request that you refrain from providing your children’s location or information to strangers who post their phone numbers on social media.

Clarification Issued Regarding Viral Video on Mandaramnuwara Incident

A video clip currently circulating on social media alleges that a tense situation arose during the distribution of disaster-relief supplies in the Mandaramnuwara area, claiming that residents were protesting against the Mandaramnuwara Police. Following instructions from the Officer-in-Charge (OIC) of the Mandaramnuwara Police, a report was obtained regarding the incident. Based on the findings, the following clarification has been issued. Due to the recent sudden disaster situation in the country, several areas under the Mandaramnuwara Police Division were affected by landslides. Residents of these areas have been relocated to safe camps. As road access to certain locations remains obstructed, relief items intended for affected families were transported by air. These supplies were received by the respective Grama Niladharis and distributed accordingly. The Mandaramnuwara OIC has further reported that police officers were deployed solely to ensure the safety of the aircraft and the public during the landing, and that they did not engage in the distribution of relief goods. On 07 December 2025, a group of approximately 150 to 200 people from around 50 families living near the Mandaramnuwara Police Station prevented the Grama Niladharis from accepting the air-delivered relief items. Instead, the items were stored temporarily at a school. Police officers acted to maintain public order, and the OIC immediately informed the Divisional Secretary of the situation. During this time, police officers took steps to control the gathering and ensure the safe evacuation of the government officials present. It has been reported that several individuals at the scene filmed the events while shouting in a manner hostile to the police, and later released the footage on social media. The Grama Niladhari Office and the Mandaramnuwara Police Station are located on the same premises in front of a tea factory. The OIC confirmed that the group involved in the commotion did not at any point enter the police station. However, because both offices share the same land, videos taken from certain angles may misleadingly suggest that the police station was surrounded or raided by the public. It is regrettable that such content has created a false impression regarding the conduct of the Sri Lanka Police, who have been working tirelessly day and night to safeguard the lives and property of the public during this unexpected national disaster. Accordingly, the Sri Lanka Police wishes to present this clarification to ensure the public is accurately informed about the incident.

Government Alerts Public on Ongoing Hazards and Enforces Emergency Regulations Against False Information

Even though heavy rains have subsided, authorities warn that mountainous regions of the country remain at high risk of flooding and landslides. Residents living in areas where red landslide warnings have been issued are advised to stay on high alert, and relocation should be carried out according to official instructions. In recent days, at the height of the disaster, several instances of false propaganda were observed circulating on social media, creating unnecessary panic and fear among affected communities. Authorities note that such misinformation has caused additional distress during an already dangerous period. The public is urged to refrain from sharing unverified information or content intended to provoke unrest. The Emergency (Special Provisions and Powers) Regulations No. 01 of 2025, issued under Extraordinary Gazette No. 2464/32 of the Democratic Socialist Republic of Sri Lanka dated 29.11.2025, stipulate that any rumor or false statement likely to alarm or disturb the public regarding the state of emergency, whether communicated orally, through information and communication technology, automated systems, artificial intelligence, or via written, electronic, digital, or any other form of media constitutes an offence. The Gazette authorizes police officers and members of the armed forces to investigate such offences. If an arrest is made by a member of the armed forces, the suspect must be handed over to a police station within twenty-four hours. In cases where a police officer makes an arrest, it must be reported to the Superintendent of Police of the division; if an armed forces member makes the arrest, it must be reported to the relevant Area Commanding Officer. Authorities further emphasize that the dissemination of incorrect information could hinder the distribution of relief to affected populations. The public is therefore urged to share only accurate and verified data. press conference (Video)
