The Police Department inaugurated the computerization process in 1980, at the Personnel Division to enter the Personnel data of existing man power. Short period after the commencement; a team consisting of twenty Police officers was selected as computer operators through a competitive exam. Thus, these twenty officers seconded to the Implementation & Progress control Division in the Police Department. These twenty officers became the pioneers with the establishment of the computer section of the Fourth Floor in the Police Headquarters in 1989. Subsequently, a permanent Computer Unit was established in 1990 in the Police Headquarters building at 5th floor, with a mini computer branded as "WANG" along with 06 terminals.

A separate division was formed as the Information Technology Division came to an operation in a newly constructed 6th floor premises at the Police Headquarters in 1990, which was a brainchild of Retired Deputy Inspector General of Police Mr. Achilles Joseph who died in 2009. It is appreciated his contribution to uplift the standard of Information Technology Division.
The Deputy Inspector General in Police Mr. Gamini Nawarathne was appointed as the Director in 1996. At that time, we could see a rapid development in the computer division along with many projects such as Police Hospital System, Police Medical Services System, Police Transport Inventory Control System & Fuel Management System, Police Saving Association System and Police Narcotics System because of his determination & proper administration.

The objectives
The main objective of the Police Information Technology Division is to provide Information Technology facilities to the Police Departmental functions as a support service. This setup is headed by a Deputy Inspector General of Police and a Director responsible for the administration and maintenance of the computer projects. The total cadre is around 70 men working round the clock, also 21 Inspectors under the command of Director/ Information Technology where they are responsible for the functions hear under.
Planning the computerization of the important administrative and operational functions,

  1. Inspections of the computer systems available in the various divisions/units,
  2. Sending instructions circulars from time to time to guide the officers responsible for the operations of the computers,
  3. Training on the operation and application of Information Technology for police personnel, english typists both civilian staff and police staff.
  4. Carrying out feasibility studies in view of computerization of functional divisions as well as territorial divisions of Police.
  5. Maintenance of a Wide area Network and Local area Network to communicate from Divisions with Police Headquarters and vice versa.
  6. Carrying out purchasing of Computers hardware, providing technical expertise for the said projects and developing in house software applications.
  7. Managing and advanced guidance given to the Police Hospital inventory control and patient Registration System, Fuel Allocation System in Police Transport Division, Budget and Procurement Analysis System, Police Savings Association and Police Narcotic Bureau System.

The Computer Operations and Projects carryout by ITD at present are as follows.

Police Web Site at Information Technology Division :- (www.police.lk),
On par with the other institutions, government and private, Police Force has its own web site in order to show the efficiency. This is managed in the Information Technology Division, hosted in a powerful Server in the Srilanka Telecom and cater to the public in Sri Lanka as well as the world to get to know about the Sri Lanka Police, How the Traffic Division could help the public, How Police Narcotic Bureau could help the Public, applications for Police Clearance, loud speakers, gun licenses, views and suggestions by public, updated news, including crimes and traffic appeared in the police web site and serious crimes incidents and traffic related matters are being updated. Director/ Information Technology Division, being one of the contributor, takes all possible steps to update and maintain this continuously.


Internet Network (Local Area Network)/PHQ :-
To show the efficiency and effectiveness of performance, there is a Internet Network (Local Area Network)/Police Headquarters, in operation catering 225 Internal Accountants/ Administrative functions in the Police Department. The users can access to the Proxy ServerThroughout the year, round the clock and able to get Internet facilities within the range of 512 kpbs. At present, around 489 Computers are inter-connected to the Police Headquarters, and around 264 computers are connected island wide in Wide Area Network for e-mailing facilities through Zimbra Collaboration (Police Mail Package).

Police Clearance Report System :-
This is a desk with on-line inquiry facilities, which is linked to the clearance system at 1st Floor, PHQ which are handled the Clarence certificates for those who seek to migrate to all countries. If the embassy or High Commissioner request to get the Police clearance, the request is attended efficiently the finalized position of the clearance certificate is available in the Police website. Also a telephone call to 00942439185, 00942439186 & 00942421111 Ext. 437 would clarify the present position. Prior to this system, especially the public in remote areas inclusive of North and East had to come to the Police Headquarters to get the Police clearance details.

Technical Pool :-
This was started in the year of 2002, progressed well and expanded rapidly. 08 Technicians got qualified their A+ International Certification. Major and minor repairs are attended. Daily, around 25 inquiries either from telephones or individually reported to the online inquiry desk. 02 – 03 major faults are attended at the Technical Pool per day. For the year of 2009, Rs. 5,249,661.00 cost saving done for the benefit of the Police Department. Also two branches are in operation at Kandy and Galle.

Graphics Design/Presentation Desk :- This desk caters for the Police units for their Graphic Design requirements. Some of the divisions publish monthly magazines, annual publications etc. The Cover page designs using Adobe Photoshop and Coral Draw, internal page preparations using Adobe Page maker and other animations for the Police web, some sticker preparations for the Police divisional requirements, publishing the Police Annual Sports meet souvenir and publishing the Police Annual reports for the statistics Division. Also very illustrate presentations are done on behalf of IG Police and other Senior officers for their presentations requirements.

Incident Alert System via Bulk SMS Facility for Police Department :- The solution interface provided by Sri Lanka Telecom can cater to the various groups such as Inspector General of Police, Deputy Inspector General of Police and cater to 100 users at a time. When there are an important incidents or administrative matter, those will be communicated to the above officers within seconds to their mobile telephones.
